Oven cleaner works well. The oven cleaner brand people even make cleaners specifically for grills now too.
Also, if you have, or have access to, a steam cleaner, they work great as well. Nothing melts away layers of fat and grease like burning hot steam.

Warm BBQ slightly to warm rack, remove rack and spray with oven cleaner, let stand 20 min and rinse!
